The Campaign Group was hired by the Brown campaign after the March election, when
Brown was widely expected to lose in this 820,000‐person city that had not elected a
Democratic mayor in 20 years. Jacksonville's newspaper called Brown's victory to
become the city's first African‐American mayor “the upset of the century in Jacksonville politics.”
